It is pointed out that the Porte immediately after tho signing of the Treaty of Lausanne violated it uninterruptedly, and did not tako any steps to release prisoners of war or to terminate hostilities at Libya. On August 5 tho Grand Vizier signed a Note accepting Italy's demands some hours * before tho ultimatum ex-pired. Nevertheless on August 9 tho authorities revoked consent to the departure of Italians - from Asia Min'dr. ' A communique states: "Provoked by tho Ottoman Government's evasions particularly hi regard to tlie free departure of Italians from Asia. Miuop, tlio Government has declared war." ' ' .
