The Reiclistag passed the second and third readings'ol' the War Loan Bill unanimously. (Ecc. August 22, 4 p.m.) : Amsterdam, August 21.During the War Loan Bill debate in the Reichstag, Herr Hofferich said that ono thousand mi'lion sterling had already been voted for tlie war. No fresli taxation should be' added during the war, as the people 'had a gigantic burden. "This heavy bnrdon of ono thousand .millions must .bo borne through decades by the instigators of tho.war, not by us," he said. "Tho loan, will be issued at a' higher price than England's, and without England's sensational advertisements.:. Our present enemy is bearing two-thirds of the cost of tho war. Herr Dayid, a. Socialist, said: "The war has not broken our financial strength, , nor made us indebted to foreign countries." . _ After .tlie Bill had been read a. third time, Dr. Liebkncch't entered a protest, which was greeted' with roars of laughter. There was a great demonstration outside the Chancellor's Palace at' Berlin. DR. LIEBKNECHTHOWLED DOWN.(Rec. August 22, 2.10.p.m.) Amsterdam, August 21. A Berlin telegram states that Dr. Lieblcnecht, in the Reichstag, _ asked whether the Government were disposed to abandon annexation and enter into immediate < peace pour-parlers •if the other belligerents were similarly inclined. . Herr von Jagow (Minister of Foreign Affairs),'replying, said:'"l think I have the consent of , .the, majority ,in this House to decline to reply, as at present it would le unsuitable." ■ Stormy applause followed. Dr. Liebknecht attempted to speak but was howled down. ,

Tho striking feature is his clinging arguments, the flimsiness .of which are repeatedly demonstrated. The "Gaulois" says: "The omission of any reference to a programmo of expansion is surprising. Herr von Beth-mann-Hollweg's chief desire is to reassure the Socialists aud deceivo the neutrals."-
