•The fall of'the great Russian fortress of Novo-Georgievsk is announced to-day, and its capture has involved the loss of a very large' nutiiber of men and munitions. The military moralists are now stress- ' ing the folly of defending fortresses against the destructive fire of ' modem' siege artillery. Colonel Repington, the "Times" military correspondent, considers that the situation on the Eastern front is grave, arid that the next ten days are fraught, with events of tremendous moment. To add to the problems of-the Russians, a German fleet has penetrated the Gulf of Riga, and a naval battle.is-now in progress. 'A British submarine which went ashore in Danish waters has-been ■ attacked in a most cowardly fashion by .German destroyers, which rained-a machine-gun firo upon the defenceless crow as they were struggling in the water. Italy has declared war on Turkey, the casus belli being'the latter's high-handed treatment of Italian citizens who were desirous of leaving the Sultan's dominions. The sinking of the iWhite Star liner Arabic has rekindled the anger 'of the better class .of the American people, and in view of , the. position to which tho United States stands committed by the terms of 'the President's last • Note to Germany, the Press correspondents seem to be convinced that nothing short of a miracle can now avert tho logical sequel to the pirates' latest crime. There is nothing of importance from the AustroItalian theatre, or the Western, front, while the fighting on Gallipoli is for the present confined to patrol engagements and artillery duels;
