The "New York World" stigmatises as a conspiracy against the Government and people of the United States, a letter from Dr. ttaetzholdt, a German trade representative, to HerrßethmannHollweg, urging the latter to incite American feeling against England by preventing the shipment of dyes and chemicals, even ;if .Britain permitted their exportation iu exceptional cases. The "World" adds: "The subsidised German Press and agitators in the United States are spitting venom at the President, aiid inciting their dupes to organise against linn as tho enemy of true neutrality and true Americanism. Germany must be held to strict accountability for' her shameless violation of. American rights on American soil, and equally at sea."
