Dalcasse, French Minister of foreign Affairs, in a letter to the Army j/ommission, announced that Germany tad desisted from her reprisal camp scheme, under which French prisoners, mostly unaccustomed to manual labour, were compelled to drain-marshy regions. That ischeme was based on the' allegation that German prisoners in Africa were badly treated. American and Swiss witnesses, after unhindered inquiries at these camps, had reported that" tho treatment of Germans w.is similar to that accorded to the French and finally Germany was convinced, and under, threat of reprisals had consented • to the Frenchmen's return. to the original camps. M. Delcasso announced that a French-British-German agreement- had' been concluded_ for the repatriation of medical service prisoners, and that possibly three hundred doctors and three thousand medical orderlies would lie exchanged! Concerning the civilians, those upwards of sixty yearis of ase would be liberated, but it would be impossible to arrange any other agreement, owing to tho existence 1 of hostages whom the German authorities had token, or might take, if they invaded the French departments.
