JAPANESE POLICY
DECLARATION BY COUNT OKUMA. By Telegraph—Press Associatian-Copyrijlit Toklo, August. 16. Count Okuma (Premier), in a speech, declared'that the Administration will continue to deserve confidence at home : and abroad. The Cabinet's policies were unchanged. Japan would carry out its 'national and -international pledges. It did not seek territory-in China, and adhered- to the principle of equal opporIt had secured a peaceful commerce in tho Pacific. The recent treaty 'ensured tho future friendly relations, peaceful development of China's resources, and international interests in 'China.
