MINIMUM REQUIREMENTS By Telegraph—Press Association—OopyrigM (Rec. August 15, 3.30.p.m.) :: Washington, August 14. Cabinet has been advised that the minimum requirements for "defence are half a million trained citizen soldiers, in addition to the small standing army, piovided the Navy and coast, forces are well maintained. A proposal will shortly be submitted to Congress. There is a wave of enthusiasm for preparedness, and thousands of young men are spending their holiday's in training camps.
