Germany has established-a board at Zurich for controlling tha importation of German goods, and this board has inquisitorial powers, yet when tho Allies i ask for a guarantee against the re-exportation of theirigoods Switzerland indignantly regards, it as an unworthy attempt to violate her. neutrality, and wound lior national dignity. ;
