"Tribune's"" correspondent declares that, although it was made known that Germany had thrown into the blockade of the United Kingdom submarines of a better type, they do not appear to be giving increased effectiveness. British naval experts and •mariners now scoff at Germany's efforts to cut off England's supplies. THE GLAMOUR GONE. (Rec. August 12, 9.20 p.m.) Amsterdam, August 12. , Captain Persius, the German naval writer, in an article in tho "Berliner Tagblatt," condemns Admiral von Tirpitz's extravagant expectations as to the efficacy of the submarines in cutting olf British supplies, and blames many of the newspapers for circulating thoso extravagances, which have not been fulfilled. "Tho British," ho says, "know how to defend themselves, and have devised many protective measures.' It is becoming more and more difficult for our submarines to approach hostile ships." ■ VICTIMS OF THE PIRATES. (Rec. August 12, 9.5 p.m.) London, August 12. The Francovel, a French barque from Australia, has beeu sunk. The crew landed. Five other vessels and seven trawlers have also been sunk. (Rec. August 12, 11.50 p.m.) i ' London, August 12. The British steamer Oakwood has been sunk, and tho Rosalie (another British steamer) has been beached. Tho Norwegian steamer Geiranger, the barquo Morne, and tho Russian' barciuo Baltzor were sunk; all tho crews were saved, likewise the crows of three trawlers and three smacks.'
