COMMISSIONER'S RECOMMENDA- . TIONS. Mr. Justice Rich, ,tlie Commissioner who has been inquiring into the state of the Now South Wales Camp at Liverpool, near Sydney, lias' niado the following further interim ' recommendations :— , . I.Thq streets should be formed by cutting drains and' filling in depressions to carry off any water lying about. The ground around and under the huts to be'drained into the street channels. In other parts of tlio camp where there are depressions drains, should be cut to' .carry off'"surface"'water'." 2. Grating or boards to be placed under the showers, and pegs or hooks fixed for hanging the ..clothes of the. bathers. . 3. Blankets to be marked so that each man can retain his own. Blankets to be aired and sunned. 4. Light covcred hand-carts to be provided for delivering bread. '5. Provision for disinfecting blankets, etc., and for drying clothes by the erection of a'sterilising and drying plant. The attention of the troops to be drawn to the drying ground, and its use insisted upon in fine'weather for airing clothes or drying -washing. 6.. Properly constructed butchers' shops to be erected near 'the kitchens. Lockers under the table for the storage of coffee, tea, otc., to be placed in'the tables in tlio kitchens. 7. Electric light to be installed throughout the camp, including the lmts. A barbed iviro entanglement consisting of two fences at a short distanco apart to be placed around the isolation compound, and wire electrified to prevent the escape of prisoners. 8. An armoury to be erected. . . 9. Seats or forms to be provided in the waiting tent in the A.M.C. lines. 10. The huts should be swept daily and sprayed weekly. 11. Ablution benches should be provided consisting of a sufficient number of taps placed over a galvanised iron trough, with a slight fall towards a sink at one end. The ground to be concreted for a. distance of 2ft. 6in from tTio face of such bench, with a fall inwards leading to a small drain to the sink. The back bearer to bo 4in. wide, so as to carry soap, brushes, etc. 12. Instruction should be given to officers, insisting upon the orderly distribution of food.
13. Urine tubs to bo placed outsido the .huts and tents. . 14. Washing houses for /washing 'clothes to be provided. 15. Overhead tanks, with taps, to ba erected,-, and a steam boiler installed for supplying steam to the water. This boiler can also be used for heating and drying room and supplying hot water for wash houses, and baths, and for cleansing dixies.
