The Tsingtao Customs Agreement will re-establish the post-bellum system by which the Chinese Customs will conduct business.' under Chinese control, Japanese being employed instead of Germans. The Japanese have also promised) 'increased representation for. all Chinese in the Customs, whereas formerly Japan demanded the instant admission of Japanese. It is now agreed, that the Japanese shall enter the service in the ordinary way. The agreement demonstrates that Japan desires to re-estab-lish'good relations with China. !
