GERMAN DESIGNS ON THE CONGO

REPLY TO BELGIAN AMBASSADOR By Telegraph—Press Association—Copyright (Roc. August, 9, 10.50 p.m.) London, August 9. The "North German Gazette" has published a reply to the allegations of Baron Beyers (formerly Belgian Minister at Berlin) residing LLerr von Jagow's designs on tho Coiigo territories. Tljo "Gazctto" explains that Kerr von Jagow specially mentioned the Congo because oven Belgian writers as tho time were pointing out that the administration of large colonies like the Congo were beyond Belgium's financial strength. "Hcrr von Jagow touched on the subject because of France's preemptive rights. Ho expressed, no intention of violating Belgium's rights, and did not mention the disappearance of tho small in favour of tho' larger Slates. The conversation was purely academic."
