IMPROVEMENTS ORDERED IN NEW SOUTH WALES. From day to day as he conducts has. investigation into the conditions at Liverpool Camp, Sydney, Air. One da}' last week the Commissioner dealt with the arrangements, for receiving recruits. "Recruits arrive hero," said His Honour, "late in vie afternoon. It'is usually dark before the, quartermaster's staff can provide them with what- is necessary. They aro obliged to wait about in the dark,, and sometimes in the- wet, waiting for their equipment. They then get dry rations. In my opinion, the recruits should bo sent up here in the morning. 'They would then get a .hot'' meal at midday, and have tne afternoon to shake down to their noiv conditions. The other practice _is calculated to throw the best-organised camp into confusion, and occasionally to depress the recruit and make him discontented with his new environment. It tends to damp the afdour of the most willing recruit if he is dumped down in the dark in a place in-which-he has never been hefore. and under new conditions, and to got dry rations instead of a hot meal."
