BRITAIN'S NEW ARMIES.

Sir Edward Carson, British AttorneyGeneral, in a statement to the Associated Press, says: "Britain hates war, but is resolved to seo tlio matter through. Britain to-day teems with military camps, in which a million men of the finest material aro being trained and equipped. The fact that the task is being accomplished without any dramatic demonstration or foolish boasting is not a sign of weakness, but of strength. "Wo have the right to ask neutrals whether they aro doing everything possible by insisting that the laws of humanity' and t?ie doctrines of international law shall be carricd out. Neutrals are the executive power to compel the observance of tlio principles of international law. If they fail tlio result must be disastrous to the world."
