London, August 1. The Royal Colonial Institute has incited the officers of oversea troops to become Honorary Fellows for the duration of. the war, and is forwarding copies of the "United Empire Institute's Journal" to the colonial hospitals in France and to-colonial prisoners of war in Germany. .
