TSAR'S MESSAGE TO THE FORCES
•"NEWS OF SACRIFICE AND TRIAL." Petrograd, August 1. 'TIIO Tsar lias issued an Order to the Army and Navy, which states that despite their efforts, which have covered the Hag with fresh glory, the enemy is not yet broken. They must not lose heart, but face the news of sacrifice and trial which is necessary to lead Russia to success. A painful trial hail often been sent the country, and every time she ouierged sho got strength and power. The Tsar expresses his firm belief in a successful termination to the war, nnd asks God to bless tlio forccs of Russia.
