NATIONAL CABINET. No fresh developments occurred yefe lerday regarding the National Cabinef proposals. Tno l'rime Minister stateq last night that ho was not oven sur< whon the conference with His Excellency the Governor would take place, but ha was ready to attend at any time. Mr. Massey stated also that the delay that had occurred had given the Government time to make the Budget more comprehensive 111 an it otherwise would have beou, and tho amended Financial Statement would probably not como down on Tuesday night. In reply to a question, he said that tho Budget would inako reference to tho war taxation proposals of the Government, but that tha proposals would not be 6et forth in. sucJS detail as thev would bo in the Taxing I Bills.
