DAYLIGHT SAVING BILL

THIRD READING CARRIED

The Legislative Council met at 2.30 p.m.

Further leave of absence for three weeks, on account of illness, was granted to the Hon. J. A. ilillar. Leave of absence ivas granted to tho Hon. A. T. Maginnity for ten days, on account of urgent private business.

Tho Imprest Supply Bill (No.-2) was received .from the House of Representatives, put through all stages, and passed, withouu discussion.

Tho Coolo Islands Bill was read a first timo and referred to the Statutes Revision Committee, after having been read a second time pro forma. The election of a Chairman of Committees was carried out in private, strangers and the Press having to lcavo the Chamber.

The result of the proceedings was that tho Hon. W. C. F. Carncross was reelected.

The Hon. W. 0. F. CARNCROSS, ; in thanking tlio Council for re-electing him, said that perhaps he owed ail apology for having put' the Council to the trouble of having to hold tho. election, for it was tho general feeling that the procedure was not necessary. He said that the Leader of the Council had approached him, and said that the Council was quite willing to allow ihira to remain in the office under tho resolution previously passed. Hcjtliought that there might possibly be someone else nominated, and it would, not have been fair for him to hold office under a tentative resolution; hence ho desired that tho election should be held. Now lie returned his sincere' and hearty thanks for the confidence the Council had again shown in him. He esteemed highly the great honour' done him, and the only way in which he could express his gratitude to the Council would be by faithfully carrying out the duties of'the office. (Applause.)

The Hon. SIR FRANCIS BELL congratulated the Council 011 having elected Mr. Carncross, and said that tho Council would have been' quite willing to have allowed him to continue in office without an election. While he had occupied the', position the business had been conducted with scrupuloiis regard to tlio Standing Orders, and With accuracy and precision. Mr. Carncross had beeir consistent -throughout and courteous to every other member of the Council. (Applause.) The Council rose at 3.15 p.m. till 2.30 p.m. to-day.
