Mr. Robert M'Anderson,. who is ccriducting an inquiry into the working of the various Federal Departments, has recomemndod tho giving of greater powers to the State Commandants. 'Ilia chief difficulty in tlie Permanent Staff is that tho men are itching to get to the front. After an exhaustive inquiry, lie found that every available source of equipment liad'been tapped in. getting men to the front, which had involved eight million separate items. His suggestions have already been aoted upon, but the wliolo of tho alterations will take twelve months.
