WAR PENSIONS BILL
DISCUSSION IN THE HOUSE OP, LORDS. By Telegraph—Press Association—Copyright (Roc. July 27,' 3.30 p.m.) London, July 27. In the House of Lords, the Naval and Military AVnr Pensions Bill, to which strong objection is taken on account of the Government rushing so important a measure, was discussed. The main opposition centres on the proposal to create a- new statutory body, with many now officials, to administer the pensions. Tho Marquis of Crewo pointed out the urgency of tho measure otherwise. He said that unless macliinery _ were provided, tho supplementary disablement benefits could not be paid. Lord Balfour of Burloigh said that the provisions to meet tne difficulties wore singularly inadequate. Complete separation should bo mado between permanent pensions and separation allowances. He moved adjournment until after tho recess. Lord Lansdowne pleaded for tho House not to bring the machinery to a standstill. He believed tho policy was universally approved by the country. Lord Middleton, who is a member 'of tho Departmental Retrenchment Committee, said be did not desiro to reject, but earnestly desired to recast the Bill.
