THE COTTON PROBLEM

REPORTED MOVE TO BUY , TEUTON SUPPLIES j ! By Telegraph—Press Association—OoKyright (.ondon, July. 25. The . "Times" correspondent at Washington states that news has been published that Great Britain is consider-, ing compensating .cotton producers* on tho lines suggested by the "Times." There is reason to believe that the news is correct, and it is of tlie greatest importance that a decision should b3 reached at tho soonest possible moment, and that it should include making cotton contraband, and compensating producers for loss underan Order-in-Council. , '* As things stand at present it Is cer- . tain'that a strong protest wilhbe made ! against the illegality of the British blockade and the interference in trade between neutrals. Prompt action can mitigate and perhaps obviate the danger. Several London newspapers advocate • the revocation of the Orders-ii-Council . • regarding cotton. The "Times" Washington correspondent wroto last week: "I am certain that along the present lines of the cotton dispute, ' Great Britain is heading straight for a sharp difference of opinion with the United States, which should be avoided. When Congress reassembles in December it will be immediately confronted with a Bill calling on the ■ Government- to forbid the ©sport of munitions of war. This is the supremo objective of German propagandists. Sim- • ply to declare cotton contraband will not meet the case, but will only aggravate resentment in the- South, and directly play into the hands of pro-, German agitators. I suggest that Bn-. tain, after righting itself with American legal official opinion by placing cotton on the contraband list, should purchase [Hi amount which normally would go to the Central Empire, involving au out> lay of- thirty millions."
