Takejonescu, the Rumanian statesman, who said that an allied victory was certain. Russia and England, "eograpiiically, were invincible, and the French Army was superior to the German, if not numerically equal. "Italy,[' he said, "is proving that a nation can accomplish miracles when fighting in a wise and popular cause. A great Allied victory is desirable in order to counteract the effects of the .Galician campaign, aifd appeal to the imagination of the neutral States. "Such a victory can only be obtainable now in the Dardanelles. Rumania will contribute to the final victory, even at the cost of great sacrifices." GERMAN- AMBASSADOR' CARPET-BAGGING IN THE BALKANS , London, July 25. _ Baron' von WangenKeim', German 'Ambassador at Constantinople, visited Sofia and had audience with King Ferdinand.
