" THE AUSTRALIAN BILL ' WHAT THE PEOPLE MUST ANSWER Tlio War Census Bill introduced in tho Commonwealth House of Representatives last week provides that the Act is to continuo in operation during tho continuance of the war, and 110 longer. It sets out that a census or censuses shall be taken in such States, territories, or parts of the Commonwealth on such day or days as tho Governor-Gen-eral may appoint by proclamation, The proclamation will specify the persons or classes of persons, required to furnish particulars, nud the nature of such particulars; and the duty of taking all necessary stops for the taking of the census is to dovolve upon tho Commonwealth Statistician. Public Must Secure Forms. . Tlio forms are to be made available at post offices and such other places as may bo directed, and every person who is included amongst the classes of persons specified in any proclamation must obtain a, copy of any form which he is required to fill up. Ho must fill it up and supply, in accordance with the instructions, all the particulars that are specified, and, after signing his name, must within the timo specified in tho proclamation transmit the form to the Commonwealth Statistician. Tho forms aro to be in accordance witli the forms in tho first and second schedules to the Act, and all persons shall, when required by tho Statistician, or by any officer authorised by him, answer questions and produce documents within such time as is thought fit. Declaration of Secrecy, _ 'A' declaration of secrecy before a justice of the peace or a commissioner for declarations of affidavits must bo mads by all officers excepting any power or duty under the Act, and a penalty of £50, or imprisonment for three months, or both, is provided for offences against this section of the Act. Unless tho Minister certifies that it is necessary in the public _ interest, tho Statistician shall not divulge any information contained ill tho forms, and then only to tho Minister, or to such other person as tho Minister may direct. In cases of postal addresses being changed aftenthe form has been delivered, they must he notified within th/je days to tho Statistician, and if the addresses again be changed, they must again be notified within three days. Penalties for Breaches. 'Any person who contravenes or fails to comply with any provision of the Act .will be guilty of an offence, but 110 prosecution is to be instituted without tho consent of the Minister. It will be an offence to fail to transmit to tho Statistician within the proper time the form which should be filled up, and it will also be an offence to make, in any form or document, or in answer to any question, any statement which is untrue in any material particular. Any person who forges or utters, knowing it to bo forged, any form or document under the Act will bo prosecuted, cither summarily or upon indictment, and in caso of summary prosecution a fine not exceeding £50, or imprisonment not exceeding three months, or both, may bo indicted. In a case of prosecution upon indictment, the fine is not to exceed £500, or imprisonment not exceeding 0110 . year, or both.
