In the House of Commons a "warm debate took place on the Bill limiting tho price of coal owing to Mr. Runciman's refusal to include existing contracts under the Bill. Tho critics urged that many contracts had been made during the last few days, and seventy per cent. of ; the contracts would be outside the, Bill.' Also that the proposed legal price was actually above the present price. Mr. Riuiciman said extra -wages and other, working expenses had increased the cost of coal by 3s. a ton since.the outbreak of war. Every shilling added sueant tho consumers paying 9J millions.
