The latest news from tho Eastern front discloses 110 material change in the situation from the Russian point of rioir. Tho enemy claims to have broken the Russian lino on the Dubissa. front (operations in the Baltic provinces), and also in Central Poland, but the Russian communiques make ir : ore cheerful reading, indicating a general hold-up of the enemy's advance at certain important points. From the Western theati e the reports relate to fighting in the Apremont region aiid in tho \osges. There itas been another successful air raid on the German communications and supply bases, the objective on this occasion being tho big railway junction at Conflans, 15 miles west of Metz. In the Austrq-Italian theatre the Italians are tightening the net round Gorizia. A furious battle is reported to have boon raging in Gallipoli for tho last three days, but there are no details. Tho United States Note to Germany has been finally drafted, and it is in the nature of an ultimatum—the next submarine attack involving the lives of American citizens will be regarded as an unfriendly act.
