MINISTER DISCUSSES REFORMS ■ NEEDED. Some roference to matters affecting tho Police Force was made by the Minister of Justice "(tho Hoii. A. L. Herdman) in the House of-Representatives yesterday., : : , Mr. Herdman said the question of constructing- dwellings' for • members of tho force had'been under his' consideration and the consideration of the Government for some time. - He believed that if tho .Government could construct these, dwellings ;it would be .a; good, thing for the service and for the country. .He referred also to a proposal to reorganise tho force in one respect. For many years, lie said, there had been a, species of vendetta between the two branches of the service. It was not peculiar to his regime.' There" seemed; to be some unfortunate difference' of opinion between the ' detective branch of the force and the branch.' The -detective brjmcli thought it should receive more consideration in the way, of pay and promotion.He .was strongly of opinion' that steps 1 should bp taken to make the Polico-Force of this country a really homogeneous force. Thero should be jio 'difference between the two branches. They should work in perfect harmony: He had considered a proposal that had been made that the detective force should be completely severed, and lie had come to the conclusion, after a considerable amount of experience, that steps would have to be taken to solidify all branches, and make' the force truly liomogeiieous. This would not , mean the abolition of the investigation department. It would always be necessary to have meh to conduct criminal investigations, -whether/they wero called detectives; or constables. In other countries all the j>lain-clothes police were not called detectives. ( In Sydney, for instance, there',were very few: detectives, but there were'from. 150 to'2oo plainclothes constables. When' the war was over he,proposed to gjvo tho matter his attention, and settle it as far as lay in his power. .• • ,- ■-
