(Auckland East) K.avo notice to ask the Minister of Public .Health"-whefher , tlie Government would take into consideration the desirability of establishing., special institutions for tho.se imfortunate people who wtro not unbalanced mentally to warrant their committal to a' mental hospital, but who frequently.appeared :in the Courts dliargeij with offeiices for which no goodpurjwse was served by committing them to prison. He added that the police were frequently compelled to arrest homeless and penliiless wanderers, many of whom were elderly people, suffering from senile decay, while others were of feeble mind, requiring care and skilled attention., , '
