Ambassador. at ; Berlin) with the German Foreign Office regarding a reply, acceptable to the United States. Ib is generally believed in Washington, that Berlin is playing for . time, anxious to prevent a rupture, and seeking for clues regarding the minimum terms the United States will aooept.
