PARTY LEADERS CONFER ISSUE STILL IN DOUBT Nothing mors is known with certainty about tho proposal made by the Prime Minister to the Opposition for tho promotion of a National Cabinet. The two party chiefs, Mr. Massey and Sir Joseph Ward, conferred yesterday morning, but nothing was announced as to the outcome of the conference,, and opinions of members as to what will ultimately happen aro very diverse. This li.uch is certain, however, that if a National Government is formed, some of the members of the present Opposition Party are likely to remain in just as strong Opposition to any combined Cabinet.
