Mr. Reginald M'Kenna-, Chancellor of the' Exchequer, explaining a point in. connection with the war loan, said that only'owners of Consols or old war stock can exercise tho option to convert their holdings. The Providential Insurance Company has applied for three millions of tho war loan.
