The war news to-day discloses a furious struggle along the Dniester. with a series of successes for the Russian arms. Even the Germans are compelled to admit that in one sector they have had the worse of the encounter. Serious disaffection is reported to have spread amongst certain Czech regiments, and there have been disbandments and executions. The Russian Minister for War has resigned, but no reason is given for this step. In the Western theatre the French have maintained their gaius, and at certain points progressed further. The news from this theatre is brightened by a story which recounts a thrilling charge by tho Canadians, in which their impetuosity cost them serious loss of life. The German Note to the United States, in reply to President Wilson's Note on the sinking of the Liisitania and other vessels in which the lives of American citizens were at stake, has been published. Germany wants the British blockade modified, and clings to her submarine policy as her strongest weapon. The great campaign for the enlistment of workers for tho British war factories has opened with a rush of recruits. Applications' for scrip in the Great British 4J per cent, war loan are flowing in, and to-day we publish an announcement by the Bank of England, conveying an invitation to Oversea investors to participate. The prospectus of the loan has been cabled out to His Excellency the Governor, and is published with the Bank's announcement.
