POLITICAL NOTES
GOSSIP OF THE LOBBIES. The members of the Commission to open Parliament to-day will bo Sir Francis Ball, Minister of Internal Affairs and Leader of the Legislative Council, Sir Charles Bowen, Speaker of the Legislative Council, and the Hon. Dr. Collins. A caucus of the Opposition Party will be held to-day, when probably most of the members of the House will be in Wellington. One of the first matters that mil call for the attention of the Legislative Council this session will be the election of a Speaker. In the case of the lower House tho Speakership is co-terminous with Parliament. In the Upper House, however, the Speaker holds office for five years from tlie date of appointment. On July 4, 1905, Sir Charles Bowen, then the Hon. C. C Bowen was appointed Speaker of the Legislative Council, in succession to the Hon Sir A. J. Cadinan. On July 4, 1010, Sir Charles, as he had then become, was re-elected Speaker of the Upper House. On July '1 next his term comes to an end, and it is understood that the state of his health will precluds him from accepting nomination for a further term.
