PROSECUTION FOR TREASON THREATENED | (Reo. June 20, 3.50 p.m.) Amsterdam, June 19. It is reported from Berlin that the Government is considering whether it will prosecute tho Cardinal Archbishop of Cologne for treason in publishing a special prayer, and for a speech containing tho plirases, "Instil into our tulers and nations tlio thought of peace," "Let tho conflict of nations cease." Tho Government's hesitancy is duo to tho fear of offending tho liadiolics in tha Rhino province and in Western Germany, who venerate tho Cardinal
