'America's reception of the German Note on the subject of submarine piracies is far from cordial—quite the reserve —and the situation is considered to be growing graver. As if to add fresh fuel to the flames, the pirates have sunk another American steamer. In the Eastern theatre the tide of the San battle now appears to l'.ave turned in. favour of the Russians; the enemy's ammunition is running short, and they have begun "a disorganised retreat," to quote the words of the communique. In the Weßt, the Allies are advancing on .St. Julien, and the roar of tie guns on tie Yser has been heard at Ghent and Bruges. The Italian artillery, has given a good account of itself in the attacks on the Austrian frontier forts, and an interesting story by Mr. Martin Donohoe, who witnessed the bombardment, appears this morning. Italian airships and destroyers have also successfully attacked the Austrian naval base at I'ola, and the docks at Montfalcone.
