From some cause or other tin the war news to-da.v, from all theatres, is comparatively light. A recrudescence of Germany's pirate submarine warfare in British coastal waters diverts the attention onco more to this phase of the great conflict. The long expected Note from Germany in reply to .the United States' emphatic protest against the Lusitania and other pea crimes has been made puljiic, and in its terms concedes nothing to the world's sentiment on pirate attacks on defenceless shipping, at s thc same time claiming justification for the attack on tie Lusitania on the contention that the big Ounarder was armed. The Note further suggests that the United States Should satisfy itself on this point before considering other aspects of the question. In the Eastern theatre the great battle of the San River lias assumed a new phase, and groat manoeuvres by the enemy are in progress with the object of encircling Przemysl, manoeuvres already embarrassed by the Grand Duke's strategy. The Russian communique considere that the final issue is not yet clear, but that the signs are favourable to the Russians. From the Western theatre the reports are of routine character, recording on the whole successes for the Allies at various points along the line. There is ah interesting note 011 the village of Ablain—captured by the French—described as one of the enemy's strongest positions in that region. In Northern Italy the march against the Austrians is making progress, but as yet the nature of the campaign cannot be visualised, so formal and seappy is the news from that theatrs. The most interesting item of the news from the Dardanelles is the report of a meeting of Young Turks, which discussed the prospects. ot peaco, Enver Pasha evincing strong opposition. Evidence of a strong movement in the Old Country for a system'of national military service is accumulating.
