Nosw'orthy, M.P., that stock from drought-stricken areas in Canterbury, .where there is not now sufficient pas'turage for them, may be carried south to Otago or Southland, in somo parts of which districts grass is said to be abundant, free of charge on the railways. If these sheep or cattle are .brought back, the railago will have to <be paid in tho ordinary way. All stock carried free must bo the property of bona-fide farmers. If dealers wish to jcove sheep th&y must pay railage.
