Mr. Massoy informed a reportor yesterday that fairly definite instructions, in addition to those already received.'had now come to hand, but lie could not make tlie advice public for a day or two until the nccessary arrangements had been made to make it possible fpr the authorities to give effect to them. He thought, however, that what was proposed would give satisfaction to the public, without entailing any hardship on aliens who were loyal to Britain.
