THE NATIONAL MINISTRY
The allotment of portfolios in the National Ministry which Me. AsQL'ith has now formed will, broadly speaking, meet with general approval throughout the Empire. The Unionist Party is well represented, and a Labour member is also induded in the reconstructed Government. It is not easy to understand the motives which have guided Mr. Asquitii in some of the appointments he has made, but it is satisfactory to know that Loud Kitchener will continue to hold the important office of Secretary for War. This may fairly be regarded as an indication that neither Parliament nor the British public has much sympathy with the bitter and unjustifiable attack which a small section of the London Press has recently made ou the admiuistration of the War Department. Most people will be inclined to wonder why Mr. M'Kenna should have been made Chancellor of the Exchequer in preference to Mr. Austen Chamberlain, who has been placed in charge of the India Office. There is, howno room for difference of opinion as regards the selection of Mr. Lloyd George for the new portfolio of Minister of Munitions. His energy and zeal, and his close relations with the Labour organisations, should enable him to secure the best results as far as the output of munitions of war is concerned, and he will be able to relieve Lord Kitchener of some of his enormous burden of responsibility. As Chancellor of the Duchy of Lancaster, Mr. Winston Churchill will not have the same opportunities of giving effect to his ideas on naval strategy as he enjoyed at the Admiralty, but his Boundless-enthusi-asm and undoubted ability will still be at the disposal of the Government. Mr. Balfour, the new First Lord, is not at all likely to find any difficulty in working harmoniously with Lord Fisher, who has gone back to his former position as First Sea Lord Taken as a whole, the new Government will inspire confidence, and may be expeefed to sec that, the war is waged with all the available power of the Empire.
