A message from Constantinople states that British prisoners from the submarine Elo (which went aground in tho Dardanelles, and was later blown up by the British), were marched through Constantinople, wearing fez caps, and finally taken to Izmid. The British Vice-Goiifiul, Mr. C. E. P. Palmer, has been detained for courtmartial. He is charged with acting as a spy on board tho submarine.
