EXPORT OF BUTTER

PARTIAL PROHIBITION. I

As outlined in The Dominion on Saturday last, the Government have decided to partially prohibit the export of butter. ' A Proclamation dealing with the matter was published yesterday, in the following terms:— "Whereas by Section 47 of the Customs Act, 1913, as extended by Section 24 of the Regulation of Trade and Commerce Act, 1914, it is enacted that the Governor may. by Order-in-Council gazetted, prohibit the exportation of any goods the prohibition of the exportation of which is in his opinion in the public interest: And whereas, in the opinion of the Governor, it is necessary that the exportation of butter should be prohibited to the extent, and in the manner hereinafter appearing : "Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in pursuance and exemse of the powers' and authorities conferred upon him by Section 47 of tho Customs Act, 1913. and Section 24 of the Regulation of Trade and Commerce Act, 1914, and of -sll other powers and authorities enabling him in that behalf, and acting by and with tho advice and consent of tho Executive Council of that Dominion, doth hereby prohibit the export of butter from the said Dominion to any destination save with the con/sent of the Minister of Customs, such consent to be granted only on the making by tho exporter, or by a responsible agent, servant, or representative of the exporter, of a statutory declaration as to the ultimate destination of the consignment so to be exported." When referring to tho proposed partial prohibition of the export of butter to a Dominion reporter "on Friday last tho Prime Minister (the Rt. Hon. W. F. Massey) said that it had come to the knowledgo of the Government that butter exported from New Zealand to the Commonwealth was being used by Australian merchants to fulfill contracts with Java and elsewhere, and ho did not think this was right at this of shortage.
