MEN AND MUNITIONS. MR. LLOYD GEORGE'S SPEECH. (Rec. May 2, 6 p.m.) London, May 1. Mr. Lloyd George in his speech on the Drink Bill declared that the Allies possess a -great supply of 1 the finest quality men and sufficient reserves to overwhelm any enemy, but tho problem of victory on land and sea is largely a question of'material. When the time comes to drive the enemy out of Flanders and France the expenditure of munitions must bo on a scale unprecedented in any war in history. We are straining every nerve to increase the production of munitions, without which the armies with all their gallantry cannot hope to complete victory. "Everybody at first agreed that drmk was the evifuntil faced with remedies, then they alleged it was exaggerated, and declared it was no worse than in peace time. This is not peace time! We can afford slackness then, but not now 1 : "Let us look the facts in the face. True optimisim is the horizon of coura<*o false optimism is the veil of cow'ardicc. The consumption of wine lias fallen 25 por cent, sine." the war. The additional spirit duty of 3s. 9d,.liau reduced the consumption by 30 per cent., and if an additional 14s. fid. will have the samo effect, we shall v have out puteoao."-
