The Earl of Derby, spoakjng at Manchester, said that people did not seem to realise that tremendous things were happening, arid how critical the position actually was. We were acting on the defence, and had had to fall back. iMr. Asquith's .speech suggested that we were doing very well for munitions, but this was absolutely opposed to the facts.. There was not a single man in the Army or at the War Office who would support that view. Lord Kitchener had told him the_ previous day that the demand for munitions was absolutely unlimitedthat the more shells and cartridges he could get the more men he would be able to put into the field. Lord Derby added that he had Lord Kitchener's authority to say that he (Lord Kitchener) was. satisfied with the rate of the recruiting movement, but the time had come —sooner perhaps than had been expected—when they would be asked to redouble their efforts.
