LUKE FOR MAYOR— He has conscientiously,' capably, and ungrudgingly discharged the important and strenuous duties of Mayor of Wellington with success. He has been an impartial Chief Magistrate, arid as head of the City administration has never been swayed by any coterie ox section of the community to the disadvantage of the whole of the people. His wort as head of tie City financial operations has been signally successful, the City Council's income lost year being .£567,315, which was wisely ex- . pended in maintaining sound conditions and providing extension and equipment for tramway and other special purposes amounting to a special expenditure out of Tevehue totalling .£6l,343—although creating an overdraft of .£21,814, has added to the assets of the City and completed absolutely necessary • work, the interest paid to. the Bank for overdraft being less than cost of i temporary loan. His tactful and fair spirit in dealing with all questions before the Council elicited the cordial co-operation of his i colleagues the members of. the Council, which aided in a marked degree the good government of the City during the past two years. The best relations between the Council and the large number of' officers and men in the employ of the Council lave been maintained, and increases either of salary or wages earned have been faithfully discharged. He has not failed, when the public interest demanded urgent , works, to provide same, knowing that the delay 'caused by the uncertainty and circuitous detail attending loan matters prevents important works being provided for. The expenditure oh the Constable Street tram extension, the purchase of properties ' at,Kilbirnie to provide spoil and carrying on of the reclamation, together with the extension of culvert at Island Bay, were absolutely necessary to remove the disadvantage of transit to the south of the City, and to provide - for the health and recreation of the people in the other two districts. Mr. Luke advocates, among other matters he set out in his. speech at the Town Hall, that a Municipal Milk Supply scheme should be submitted to the ratepayers. • The'establishing of a permanent Court'to determine disputes arising out of the valuation of City property and assessment of rates; one member of the Court to be elected by the electors of the City. The same, Court (if the President has the status of a Supreme Court Judge) could adjudicate on matters of compensation for .property taken for the City's public purpose.. .. j He is an absolutely free candidate, not pledged or promised to any party or 'section of the community, and can deal with all questions coming before , the Council with an unbiased mind and mature judgment coming from the large publics experience he has gained.
