_ Mr. Bryan (U.S. Secretary for State)', in reply to Count Bernstorff (German Ambassador at Washington), regretted that the language of Count Bernstorff's memorandum was susceptible" of ~ being construed as impugning the good faith of America. The United States Government would never yield any of its'rights as a neutral to any'belligerent, and re- ■ gretted the assumption- that 'the Government could prohibit the sale or exportation of arms to Germany's'enemies. Such # a . prohibition would a direct violation of 'neutrality;-' hence the Government was unable to consider it,
