A scheme of wood-blocking so that in a few year's all main streets would have permanent surfaces. 2. Tho abolition of water meters for garden hose supply. 3. The appointment of an expert to control the whole system of Tramways; cars to be run to suit the public. 4. The amendment of certain by-laws to avoid petty annoyance to Ratepayers. The appointment of a Board pf Experts to act with the. City Engineer to decide on applications made for building permits or sanitary matters not covered by By Jaws. 5. The readjustment of City Council employees to suit the times; a rearrangement of holidays so that all employees and labour) will be treated equaL A new system of valuation and rating. Rating on unimproved value in the business portion of City only. Rating on ACTUAL annual value on residential properties. Valuations to be made by valuers to lie appointed by City Council. 7. Town-planning and beautifying the City to be studied as opportunity occurs. Proposfed new system ol Rating would encourage Ratepayers to own and develop gardens about the 'houses. The present system of unimproved rating has encouraged small semi-slum holdings. 8. No increase of Rates. 9. Necessary work only to be carried out during present stress. Outlying districts to nave fair treatment ol moneys to be spent on improvements. 10 Street-widening work. Tepid Saltwater Baths, Oriental Bay Improvements, Basin Reserve Alterations,'and Extension of Recreation Grounds may be put aside until the war be over.
