An offer has. been 'made by one of the companies to build two 20-knot vesEels, and the proposals have been' sent on to the Commonwealth Government for consideration. Mr; Nielsen calculates that the mails, under the proposed arrangement, '..would reach London lii 24 or'2s days','and that the journey to the western ports of America would be reduced by three or four days. .

The following is the text of Mr. Rnnclman's Bill to restrict tho transfer of British ships t<? persons, not qualified to own British Bhips:— I—A tranfer made after the twelfth day of February, 1915, of a British 6hip registered in the United Kingdom, <jr a sharetherein, to' a person not qualified to own a British ship, shall not have'any effect unless the transfer-Is approved by'the Board of Trade on behalf of His Majesty, and any person who makes, or purports to make, suck a transfer after the commencement of this Act' without that approval shall, in respect to' each oUence, be guilty of a misdemeanour. 2—This Act shall apply to' British 6hips registered at foreign ports of: registry and to British ship 6 registered in any* British possession other- than those mentioned in the schedule to this Act as. it applies to British ships registered in the United Kingdom. , . 3—(1) This Act may be cited as the British Ships (Transfer Restriction) Act. 1915, and shall be read as one with the Merchant Shipping Acts. 1894 to 1914.
