GERMAN PROPAGANDISTS CRITICISED^ (Rec. April 20, 8.40 p.m.) New York, April 20. A Berlin telegram denies that Herr Bullin gave an interview in which he represented the Kaiser as having been opposed to war. v , Router's correspondent adds _ that it is not clear whether this denial is a clumsy attempt to obscure the issue which was raised. The "New York Times" sees in Herr Dernburg's letter a confession that Germany's war plans have failed. "She 'has passed her maximum strength, and has good reason to believe that disaster threatens her. . The "New York Herald" asks whether Germany is trying to (Jrag America and Holland into the war, so as to excuse a foredoomed failure by ciying: "Tho whole world is against us!" Count Bernstorff's memorandum hardly admits of any other explanation."
