COTTON AS CONTRABAND
. AN EFFECTIVE BLOCKADE. (Rec. April 19, 11.45 p.m.) London, April 19. Sir John Simon (Attoniey-General), in a letter to tho French scientists who advocated that cotton should ,be made absolute contraband, said that the British. Government's steps to 6top cotton' reaching Germauy were extremely effective, and could not be more effective if it were declared to be absolute contraband.
