Count Bernstorff, German Ambassador! to the United States, had been continue ally circulating rumours that the British and French Governments tvero ready to treat for peace. Britain . and Francs privately assured the United States that peace was not contemplated unlesa Germany was completely beaten. Count Bernstorff offered generally the mainteni ance of the status t}uo ante-bellum, the evacuation of Belgium, the opening oi the Dardanelles to Russia, Germany ten purchase Belgian Congo, and ho indemnities.
