BERNSTORFF'S MEMORANDUM SHARP PRESS COMMENT (Rfic. April 16, 0.23 a.m.) New York, April 15. Commenting on Count Bernstorff's assertion that his memorandum was communicated to the United States Press by order of the Gorman Government, the "New York Herald" asks: "What is German diplomacy driving at? Is Germany/presuming to interfcro in the affairs of the American people in the hope of stirring up strife, or is she trying to force the United States to a breach of diplomatic relations, and so manufacture an oxcuso for. the failure of her war, which may be palatable to the German people?"
